中国改革如何实现攻坚

对中国改革和发展的争论和反思,实际上是中国发展到现阶段,不同利益群体和不同的人站在不同的立场上对政府公共服务政策的讨论。因此要把大家最关心的问题作为主要矛盾来解决,抓住了主要矛盾,就抓住了当前改革攻坚的关键。20多年来中国改革开放的主战场是在地方,当前要解决社会主要矛盾,同样也应该依靠地方政府。要从根本上扭转以国家各部门为主的单向推进改革的方式,实行综合、系统、全面、配套的改革措施,因此应该建立国家和地方综合改革领导部门。改革攻坚的要害是政府体制改革。

How to Tackle Core Difficulties in Chinese Reform

As to the current debates and reflections on China's reform, it is in fact that, different stakeholders and different people are discussing about the government's public service policy from different standpoints, at the present phase of China's development. Therefore, those issues, which concern the general public, should be tackled in the first priority. Once the main conflict is tackled, the key problem of China's reform can find a better solution. For more than twenty years, the locality has been the main "battlefield" to implement the reform. Currently, in order to settle the social contradictions, we should also rely on the power of the local governments, so as to retort radically from the mode of pushing the process of reform mainly by the different departments of the state to put into practice the reform measures in a comprehensive, systematic and complete way. Consequently, leading office for comprehensive reform, both at state level and local level, should be established. The vitals of assault on reform is the reform on government system.
