城镇化进程中城市边缘区的理性分期推移

由于不尽合理的土地管理体制 ,以及认识与重视程度的不足 ,使城市边缘区常常处于“四不管”的蔓延式推移建设状态 ,伴之产生高昂建设改造成本 ,并不断丧失珍贵的自然环境资源与良田 ,阻碍城镇化的健康推进。针对此 ,文章提出在整体环境之中审视城市边缘区 ,致力于城乡空间结构与生态过程相吻合 ,促进城市边缘区的理性分期推移 :按照不同类型城市边缘区自然资源特定的生态价值与不允许建设的次序 ,进行合理的土地使用与控制 ,使城市边缘区的推移始终处于循序渐进的目标控制之中———分期推移决不是城市边界的分阶段简单外移 ,它的背后是功能角色的相应调整 ,前期边缘的功能“传递”给新的边缘区 ,自身转化为城市腹地 ,在有序的转化过程中实现城镇用地的理性拓展。

Rational Phrasal Move At City Fringe Area

Owing to our ignorance, the deficiency in planning method and the problem in land management, urban fringe area takes a uncontrollably invasion-style expand, resulting in high cost of rebuilding and eco-recovery, and serious waste of precious natural resources and farming land. To solve these problems, this paper recommends that rational phrasal move be used at urban fringe area: urban fringe area of different type should be gradually expanded under control, fitting the natural ecological values.
