大庆市人才资源开发的现状及其对策研究

摘    要:人才资源在社会经济发展中作用巨大。近年,大庆市在人才资源开发上取得了一定的成绩,但还存在观念的更新与时代的发展不同步、人才吸附作用弱、承载人才载体不足、人才资源优势不明显等问题。大庆市应加快建立以市场经济为基础的人才竞争激励机制,加强对现有人才的培养和使用;充分发挥政府的积极作用,建立并完善市场化的人才引进服务体系,创新用人、引人机制,通过多渠道、多模式地开展引才工作,营造良好的社会环境,以有效强化引进人才的力度,促进其人力资源的进一步开发。

Status Quo of Talent Resource Development in Daqing and the Responding Strategy
Abstract:Talent resource plays significant role in socioeconomic development. In recent years, although Daqing has reached some achievements in talent resource development, there are still problems in terms of the slow concept update, weak attraction for talents, in-sufficient carriers for retaining talents and unobvious talent resource advantage. The city should accelerate to build an incentive system for talent competition based on market economy and strengthen the training and use of existing talents. The government should play an active role in establishing and improving a market-oriented service system for talent introduction, innovating employment and introduction mechanism through multiple channels and various patterns, and creating a friendly community environment for enhancing the intensity of talent introduction and talent resource development.
