The optimization of production and operation by a refining enterprise is characterized by the integrated optimization of oil refining and chemical production, in which oil refining and chemical production are regarded as a whole and overall planning in resource distribution is conducted. To establish the mechanism of integrated optimization of production and operation for oil refining and chemical production is a complicated systematic project; a corresponding organizing mechanism, operating mechanism, and assessment and examination mechanism should be set up; a scientific management philosophy, mature management means and advanced tools and software should be relied on, then overall optimization of supply, production, sales, transportation and other links are conducted. The key to optimization is resource allocation optimization, product structure optimization, raw material and product inventory optimization, and overhaul time optimization. Some large national refining enterprises are taken as examples in this paper; how refining enterprises optimize their production and operation is detailed.
