| 摘 要： | 本文认为，中国国家高新区正处于由产业主导向创新突破的转换阶段，在推进高新区阶段转换中。存在体制惯性、原有发展路径依赖、价值链低端锁定、企业“扎堆”、边界“阴影”等界面障碍．必须采取一系列思路破解这些界面障碍。国家高新区才能顺利实现阶段转换。

| Abstract: | China state high-technology park is being the change state from industry dominant model to creation-breakthrough model.There are so many interface obstructions during the change stage as system inertia,old development route relying,value chain's being locked up on low level,enterprise's piling up and boundary shadow.Only a series of solving ways are worked out,can China state high-technology park carried out the state change smoothly. |
