| 摘 要： | 农村村级公共产品供给中的一事一议制度在实践中面临着“事难议，议难决，决难行”的三难困境；产生这一困境的主要原因在于农民收入偏低、基层政府财政困难和制度本身的缺陷。破解一事一议推行困境需要建立和完善财政奖补制度，加大财政转移支付力度，培育多元投入主体，以改善村级公共产品供给状况。 |
