民族地区义务教育阶段贫困学生就学资助研究

"两免一补"实施后,少数民族农村地区义务教育阶段学生因交不起学杂费和课本费而造成上学难的问题基本解决。但是,目前民族地区农牧民家庭经济收入差异较大,存在相当数量经济收入水平很低的贫困家庭,其子女①就学产生的家庭经济负担过重问题并未随"两免一补"政策的实施完全解决。对这些处于经济发展水平最底层的贫困学生,需要政府继续提供更多的就学资助,以保证他们真正享有公平的受教育权利。

A Study of Assistance System for Poor Students during the Compulsory Education Period in Minority Areas

After the implementation of TEOS,the difficulties those students whose families couldn't afford them to go to school faced,have basically been solved in the minority rural areas.However,there is still a big income gap among the rural and pastoral families in the minority areas,and the students' compulsory education becomes burden for many lower-income families despite of TEOS.Therefore,more financial-aids should be provided by government to those whose families are at the lowest level of economic development in order to guarantee their education rights equally.
