With the Northeast Region's rapid economic growth,lack of resources is getting worse.Ecological construc- tion and environmental protection are increasingly severe.To develop ecosystem economy is the inevitable choice for the Northeast Region to achieve sustainable development and to build a harmonious society.As the state macro-con- trol of the important means,Finance and Tax Policies should guide and regulate the subjects of market economy,pro- vide good social and legal environment for the market mechanism to play an effective role in order to achieve national strategic intentions for the revitalization of old industrial bases in northeast.
