我国的电力供求虽然处于基本平衡状态,但从长期看供给缺额的压力仍大。因此,除了加快电力、电网建设以增加供给外,还要创新发电新思路,倡导节电新理念,加快改革新举措,实施管理新办法,充分发挥市场机制的作用,促进有限电力资源的有效配置。
