深入贯彻中央精神加快推进“十二五”现代渔业建设

本文归纳了“十一五”我国渔业在农村经济建设、产业基础和民生保障、产业结构调整、水生生物资源养护和渔业综合管理等五方面的成就，分析了我国现代渔业发展面临的国际国内挑战因素。在此基础上，提出“十二五”加快推进现代渔业建设，要努力构建现代渔业“五大产业体系”和“五大支撑保障体系”，完善有利于现代渔业发展的政策和体制机制，增强渔业综合生产能力、抗风险能力、可持续发展能力和市场竞争力，使现代渔业建设迈上新台阶。
