| Abstract: | Considering the problems about agriculture capital construction's construction managing, fund managing, the system of inside control and local related fund, this paper analyzes existing problems and finds out the reasons. Then, based on related laws, legislations and systems, the paper puts forward corresponding measures to guarantee the utilization benefit of the fund. |
