| 摘 要： | 当前,科学规范和有效监督县（市）委书记的用人行为,既是基层干部普遍关注的热点问题,也是当前干部监督工作的重点和难点问题,更是一个值得我们研究的重大现实问题。深入分析县（市）委书记在用人方面存在的突出问题及原因,并采取有效措施解决好县（市）委书记用人行为的规范与监督问题,对于深入贯彻党的十七大精神,以改革创新精神加强党的自身建设,实现经济社会又好又快发展具有十分重要的意义。
