| 摘 要： | 循环经济属于公共问题,无法在市场经济条件下自动有效产生,必须要政府强力推行方能奏效。因此,要保证循环经济的强力推行,必须加强循环经济立法。具体来讲,就是要将循环经济立法应当定性为经济法,明确立法指导思想,构建完整的法律法规体系,做好具体制度安排。这是强力推行循环经济的法制保障。

| Abstract: | Circulatory？ economy is unable to be born voluntarily by market subject in the market economy and can be produced good results by heavy implementing of government because it is a public problem. So,it is necessary to strengthen the circulatory economy legislation. Specifically,it should be characterized as economic law,and we should define its guiding ideology,construct a legal system and some specific institutions.It is a powerful legal guarantee for the imple-mentation of circular economy. |
