摘    要:创新驱动是山东海洋渔业转型升级发展的必由之路.论文基于对山东海洋渔业产业发展特征的分析,拓展知识生产函数模型,构建了测度山东海洋渔业发展创新驱动能力的理论模型和指标体系,并通过实证测算得出:研发人力资本投入和政府扶持力度对创新驱动能力有正向关系,但不显著,而渔业企业固定资产投入和区域内创新要素溢出有显著的正影响,且渔业企业固定资产投入的贡献弹性系数最高,进而比较分析各个变量对于创新驱动能力的具体影响,提出进一步增强山东海洋渔业创新驱动发展能力的对策建议.

Abstract:Innovation-driven is the only way to the transformation and upgrading of marine fishery in Shandong province. Relying on analysis of Shandong marine fishery's characteristics, this paper improves the knowledge production function model, constructs the theory model and index system of innovation-driven capability of marine fishery in Shandong province. The empirical result shows that R&D human capital investment and government support are positive to the innovation-driven capability, but not significant. While the enterprise fixed assets investment and regional innovation spillover are significant and positive to the innovation-driven capability, and the contribution elasticity coefficient of enterprise fixed assets investment is the highest. Then the paper comparatively analyses the specific influence of variables to the innovation-driven capability. Finally, the research gives some suggestions to improve the innovation-driven capability of marine fishery in Shandong province.
