珠江-西江流域生态治理困境及其路径选择--基于府际协同视角

区域生态治理成效是衡量区域内能否实现可持续发展的一个重要因素。珠江-西江流域在实现经济发展过程中出现了水源林面积减少、水土流失严重、湖库区营养化程度明显、水体污染严重等生态文明问题。在府际协同视角下,粤桂两地通过建立"命运共同体"的利益整合机制,完善生态治理府际协同法律法规制度,建立健全生态补偿机制,协商建立统一的跨域生态合作专门机构,构建多元参与生态治理模式,建立府际协同信息共享机制等措施,实现府际间的有效合作,形成治理珠江-西江流域生态的合力。

Difficulty in Eco-governance of the Pearl River-West River Basin and the Path Selection for It:From the Perspective of Intergovernmental Collaboration

The effectiveness of regional eco-governance is an important factor for the sustainable development of one region.In the economic development of the Pearl River-West River Basin,there emerged many ecological civilization problems such as the area reduction of the forests for water resource conservation,serious water and soil loss,high degree of eutrophication in the lake reservoir area,severe water pollution,etc.From the perspective of intergovernmental collaboration,the authors proposed that governments in Guangdong and Guangxi should establish a benefit integration mechanism based on the idea of"community of a shared future";perfect relevant coordination laws and regulations;establish and improve the ecological compensation mechanism;negotiate with each other to establish a unified specialized agency for cross-regional ecological cooperation;build a diversified participation mode for eco-governance;and establish an information sharing mechanism based on intergovernmental collaboration,so as to achieve effective cooperation between the two provincial governments,dealing with the ecological problems of the Pearl River-West River Basin through joint-effort.
