上海合作组织与欧亚经济共同体的关系探析

由于独联体一体化的整体形势停滞不前,独联体框架内的俄罗斯与白俄罗斯国家联盟、欧亚经济共同体和集体安全条约组织等次地区一体化的发展更让独联体内的成员国感兴趣。在独联体框架之外,上海合作组织稳步发展,其国际影响和国际地位日益提高。苏联原有地区内众多地区性组织之间关系的研究进入了中外学者的研究视野。作者探讨了上海合作组织与欧亚经济共同体的关系问题,并认为这两个组织内的成员国大部分重叠、所处地域大面积交叉以及组织功能局部重合决定了上海合作组织与欧亚经济共同体之间存在某种程度的竞争关系。但是,这两个组织之间没有展开竞争,却表现出一定程度的合作意愿,并启动了合作进程。这种合作关系取决于两组织主导国的合作关系、美国在中亚对中俄构成的压力和两组织面临实现区域经济一体化的共同任务这三个因素。因此,两组织的关系是既竞争又合作的关系,但合作关系大于竞争关系。然而,两组织展开合作并没有使它们之间的竞争关系完全消失,随着中俄综合实力差距的进一步拉大,两组织之间的合作将面临挑战。

On the relationship between Shanghai Cooperation Organization and Eurasian Economic Community

This paper explores the relationship between the Shanghai Cooperation Organization and Eurasian Economic Community.It argues that the overlap of most members of the two organizations,the crossing of the large geographical area and the partial overlap of the functions lead to some degree of competition.Nevertheless,the two organizations show a certain degree of willingness to cooperate and started the process of cooperation.Such cooperative relationship depends on the cooperation of two leading nations,the pressure posed by the United States on China and Russia,and the common task the two organizations face in achieving regional economic integration.Therefore,the relationship between the two organizations encompasses both competition and cooperation while cooperation outweighs competition;with the gap of the comprehensive strength of China and Russia further widened,the cooperation between the two organizations would face more challenges.
