摘    要:我国旅游业发展中的政府参与和市场行为的关系一直是学术界争论的问题。文章通过对“政府主导型”和“市场主导型”的比较分析,并结合我国旅游行政管理与旅游产业市场化实践,认为两者之间并不完全对立,实践中存在能够对接的可能。充分发挥各自的长处,求真务实地实现政府参与和市场行为的有效对接是坚持旅游科学发展观的关键。

Abstract:It is hot discussed for the academia about the relationship between government participation and market behavior in the tourism development. Through comparing and based on the analyses of the tourism administration and the market-oriented practice of tourism industry, this paper finds out that the two kinds of behavior have their own developing requirements and play different roles in resource distribution.There still exists the possibility to connect each other, the key point is how to efficiently connect the government participation with the market behavior in practice.
