| 摘 要： | 2007年，美国次级债问题和全球流动性过剩现象，使国际金融出现了新动向，即价格风险、金融产品风险、经济全球化已经转变为制度风险、资源价格风险和投资全球化。通过一系列策略的实施，美国的金融地位将得到全面巩固和提升，美元霸权将进一步强化。在我国经济持续高增长以及人民币升值加快的趋势下，我国金融规模效益日益引起世人瞩目。但我国金融规模与金融质量之间的“不和谐”引致了一系列国内金融新问题：金融质量缺失的风险问题、金融质量不足的环境问题、金融质量失衡问题和金融安全问题。因此，需要抓紧时机、把握方向，努力成为金融质量大国，提升我国的综合国力和竞争力。
