| 摘 要： | 利用灰色系统理论,以环保投资外部效益内化为前提,对企业优化环保投资规模进行综合评价与决策,以提高企业的环保投资效率、激励企业的环保投资行为。认为,在相关环境标准和法律约束的框架下,应该使用经济杠杆赋予企业一定的污染治理选择权,促使其综合考虑、权衡利弊,开拓和寻找既切合实际又具有良好环境效益、社会效益与经济效益的污染治理方案,环保投资活动才有经济基础,才有可持续的动力。

| Abstract: | This paper,by utilizing the gray system theory and taking the premise of external benefit internalization of environmental protection investment,makes the comprehensive evaluation and provides decision-making advice on the optimization of an enterprise’ environmental protection investment scale,thus to increase its environmental investment efficiency and encourage its further engagement in environmental protection investment.In the framework of relevant environmental standards and legal constraints,economic leverage should be utilized to give an enterprise options on pollution control to some certain degree,to motivate it to develop a feasible pollution control program featured with harmonized environmental benefits,social benefits and economic returns,upon its comprehensive consideration and balanced decision.Solid economic foundation and cost-effectiveness could be an incentive for an enterprise to further its sustainable investments in environmental protection. |
