湖南省属国有文化企业发展快，势头猛；有地位，有品牌；空间大，后劲足。但是规模太小，实力不均；管理落后，治理不当；人才紧缺，后劲不足；运作保守，融资不畅。管理体制上，条块分割，家底不清；多头管理，章法不明；各自为政，协同不足；监管滞后，规划不够。应达成监管共识，建立立体管理体制；奠定监管基础，建立全面管理台帐；出台监管制度，建立规范管理规则；分层制定规划，实施全面战略管理；淡化行政级别，还原企业真实面目；拓宽融资渠道，切实解决资金难题；整合横纵资源，打造一流文化航母。

Research on the Development and Supervision of State-owned Cultural Enterprises in Hunan Province

State - owned cultural enterprises in Hunan develop fast, and have established brand and big space for further development. But the scale is too small, the management is backward, the talent is lack and the operation is conservative. The management system has such problems like fragmental management, unclear order, lack of coordination, lagging supervision, and inadequate planning. We should reach a consensus to establish three - dimensional management system; found a regulatory infrastructure, and establish a comprehensive management accounting; introduce supervision regulations, and establish standardized management rules; implement a comprehensive strategic management; dilute the administrative level to restore the true face of enterprise; broaden financing channels, and effectively solve the funding problem; integrate resources vertically and horizontally to build first -class cultural carriers.
