城乡统筹发展中的农村人力资源建设——以重庆市为例

文章通过对重庆市农村人力资源状况的分析,揭示了农村人力资源建设滞后的原因,提出了要实现城乡统筹和谐发展必须大力加强农村人力资源建设,并指出农村人力资源建设必须以实现农村劳动力向城镇的战略转移和满足建设社会主义新农村的需要为目标,充分发挥城市优势资源在农村人力资源建设上的积极作用为战略导向。文章还从提高对农村人力资源建设的认识、统筹城乡资源、构建农村人力资源建设体系等多个方面论述了农村人力资源建设的发展思路。

Building of Rural Human Resources in Coordinating Urban and Rural Development——Taking Chongqing as an Example

By analyzing the rural human resources in Chongqing Municipality,the paper points out the causes that the building of rural human resources in China lags behind.In the author's opinion,we must strengthen the building of rural human resources and its purpose is to help the transfer of rural labor from rural areas to urban areas and to meet the requirement of building socialist new countryside.The author suggests that we can build the rural human resources by coordinating urban and rural resources and taking other measures.
