| 摘 要： | 新农村建设的序幕已经拉开,历史赋予了地方政府艰巨的使命。面对新农村建设中各种错综复杂的矛盾,需要充分了解新农村建设的实质及其存在的矛盾,地方政府作为诱致性制度变迁与中央政府强制性制度变迁之间转化的桥梁,要解决城乡发展的差距和日渐深化的农村的贫困,要使农村进入一个更大的关联社会,参与到新的社会交换系统中来,从而消除社会结构不完善的缺陷,地方政府的合理定位成为新农村建设的关键。
