| 摘 要： | 技术标准联盟是促进产业集群结构优化和升级，进而实现高级化的有效途径。文章从辽宁产业集群的发展特征出发，分析了辽宁产业集群构建技术标准联盟的战略意义，并提出了发展路径：更新产业集群治理观念，完善产业集群治理模式，务实规划联盟合作层次，建立科学的治理结构和机制，完善配套的公共政策服务体系。

| Abstract: | Technology standard alliance is the effective approach to optimize and upgrade structure of industrial group, and that can help it reach to higer： hierarchy. This paper analyzes strategic significance to construet technology standard alliance of industrial group in Liaoning from the point of features of development of industrial group in Liaoning. Paths are provided, such as renewing ideas of industrial group governance, perfect models of industrial group governance, program level of collaboration in alliance, establishing scientific structure and mechanism of industrial group governance, and constructing related public policy service system. |
