中国工业用地集约利用的发展及对策

研究目的:推行工业用地集约利用,促进土地作为生产要素的市场、行政的最佳配置,走内涵式发展和可持续发展道路,达到社会价值和经济价值的最大化。研究方法:理论研究法、文献资料法和归纳推理法。研究结果:随着工业化的发展,工业土地集约利用的内涵不断丰富;当前中国工业用地集约利用存在着缺乏科学规划、供地过程不规范、批后监管不足等问题;通过项目集中集聚、技术改进、存量挖潜和社区就业4种模式因地制宜地优化区域工业区土地集约利用。研究结论:坚持科学规划工业用地;制定合理的工业用地准入门槛,强化工业用地预审;强化工业用地市场制度建设;建立健全工业用地动态监测体系和法规体系,强化批后监督手段,为实现经济持续快速健康发展、构建和谐社会提供基础。

Status of Intensive Use of Industrial Land in China and the Countermeasures for Improving It

The purpose of the paper is to advocate the intensive use of industrial land to promote the optimal allocation of land that is consider as a production factor either in market or administration domains, which follows the so-called intensive and sustainable development approach in order to reach the maximizing of social and economic revenue. Methods employed include theory research, documentation and inductive reasoning. The results indicate:（1）the connotation of intensive use of industrial land have been constantly enriched during the development of industrialization;（2）current problems of intensive use of industrial land in China include deficiency of scientific planning, irregular land supply, and insufficient supervision after land approval, etc;（3）intensive land use of regional industrial zones should be optimized according to local conditions via four patterns: project concentration, technology improvement, stock potential-tapping and community employment. It is concluded that it is necessary to take the following measures so as to provide foundations for the realization of sustainable, rapid and healthy economic development and the construction of a harmonious society, which are（1） insist on the scientific planning of industrial land;（2）establish reasonable access threshold for industrial land;（3）enhance the preliminary approval on industrial land and construction of market system for industrial land; （4）establish and improve the dynamic monitoring system and regulation system for industrial land in order to enhance the supervision after land is approved to use.
