乡镇企业改制上市问题研究

乡镇企业对我国国民经济特别是农村经济的发展起到了重要作用，但由于政策、体制、观念、历史等原因，目前我国乡镇企业总体发展水平不高。虽然目前大部分乡镇企业均已实施涉及产权方面的改革。但按照《公司法》规范设立的公司制企业所占比例仍然太低，改制上市的企业更少，这种局面不利于乡镇企业的进一步发展。乡镇企业必须彻底进行产权制度改革，破除体制障碍和观念问题。通过改制吸引人才。使优秀乡镇企业通过改制上市进入资本市场，从而带动整个乡镇企业群体的发展壮大，使乡镇企业在我国的国民经济发展的作用进一步加强。

Study on Reorganizing Township Enterprises and Having Them Listed on the Stock Market

The rural enterprises in China have played the important role during the development of Chinese national economy and typically rural economy. However, for various reasons most rural enterprises are not well developed, even though many of them started to practice reforms in terms of property right. Only a low percentage of the enterprises are in the form of companies and even fewer are listed. To better and enlarge the group of rural enterprises and enhance the economic development, the enterprises must take the thorough reform on property rights, go over the barriers of systems and views, attract more talented people and try to go into the capital market.
