构建环境资源管理的经济激励机制

环境问题的实质是一个经济问题.因而解决环境问题也必须从经济方面入手,运用经济手段来管理.根据环境污染及其外部不经济性的概念和成因,在治理环境污染中采取有效的激励制度,建立与市场经济相适应的利益机制,对于环境污染防治将起到重要作用.所以,构建环境资源管理经济理激励机制就成为我国资源环境管理工作的当务之急.

Constructing an Economy-stimulating System of Management of environmental Resources

Environmental problem is,in reality,an economic one,therefore,the solution to which lies in economic means.Effective stimulating rules should be laid down in dealing with environmental pollution in accordance with the pollution and its non-economic concepts and causes so as to establish a benefit system corresponding with the market economy which will really count in the prevention and treatment of environmental pollution.Thus,constructing an economy-stimulating system of management of environmental resources constitutes the urgent job for management of China's resources and environment.
