构建失业农民的社会保障机制是社会主义新农村建设的必由之路

随着我国工业化和城镇化进程的加快,出现大量失地农民。农民失去土地又没有合适的就业机会,造成失业农民的增多,这不仅影响了农村社会经济的稳定和全国小康社会建设目标的实现,同时也不利于"三农问题"的解决,不利于社会主义新农村的建设。因此,本文从分析失业农民的原因出发,阐述解决失业农民问题的重要意义,提出将失业农民纳入城镇居民社会保障范围,建立"经济补偿、社会保障、就业服务"三位一体的失业农民的社会保障制度新模式。

Constructing unemployment farmer's social security system is the necessity road for constructing the road of new socialist countryside

With the development of our country's industrialization and urbanization, a great many unemployed farmers appear.Without the land and suitable working opportunity, the number of unemployed farmers has been greatly increased, which not only influenced economic stabilization of rural areas and realization of the whole country's aim in constructing the well-off society, but also did harm to the "three dimensional rural issues" and the construction of new socialist countryside.Therefore, on basis of analyzing the reasons of unemployed farmers, the paper expounds the important meaning of solving the problem of unemployed farmers, then brings forward a new model by putting unemployed farmers to social security range of civilians and setting up a united social security system containing " economic compensation, social security, employment service" for unemployed farmers.
