| 摘 要： | 公共财政是构建和谐社会的物质基础和政策手段,构建和谐社会也对财政建设提出了新的要求。当前,我国财政对构建和谐社会形成了一定制约,应着力构建"和谐财政":完善财政转移支付制度;努力解决"三农"问题;完善税收制度;促进社会公平;建设"生态财政"。最终促进人与自然的和谐相处,为和谐社会的建设提供必要的政策和财力支持。

| Abstract: | Public finance is the fundamental of building the harmonious society and important means of policy.The harmonious society also continues to drive new requirements for public finance.The condition of public finance about our nation restricted the building of the harmonious society.Therefore,we should focus on building the "harmonious finance",by improving the financial transfer and payment system,making an effort to solve the "San Nong" problems,improving the tax system,building the "ecological finance",to provide political and financial support for the harmonious society. |
