| 摘 要： | 本文根据公共产品的内核和特征,给出中小企业集群的公共产品的定义和特征,将集群公共产品划分为初始公共产品和衍生公共产品,指出集群公共产品在中小企业集群形成和发展、对提高群内中小企业竞争力等方面发挥着不可替代的作用,提出了促进中小企业集群发展的公共政策体系的建议。
