我国发展低碳经济面临的结构性约束与突破

低碳经济已经不仅仅是一种经济发展模式,它还作为一种"绿色"发展理念,渗透到政治、经济、文化、社会、技术等方方面面。低碳经济是一个大系统,生产系统和支持系统构成了这个大系统的核心部分,低碳产业、低碳流通和低碳消费构成了生产系统的物质基础,低碳技术和低碳能源是支持系统的关键要素。我国发展低碳经济面临产业结构、能源结构和消费结构等结构性约束。为此,要优化我国的产业结构和能源结构,大力发展低碳技术,推动低碳经济的发展。

A low carbon economy is not only a economic development model and also would be a ＂green＂ development idea permeated in the policy, economy, culture, social, technology and other aspects. The low carbon economy is a large system and the production system and support system would be the key parts of the large system. A low carbon industry, low carbon circulation and low carbon consumption would form the material base of the production system and a low carbon technology and low carbon energy would be the key factor of the support system. The low carbon economic development in China is faced to the industrial structure, energy structure, consumption structure and other structure restriction. Therefore the industrial structure and energy structure in China should be optimized, the low carbon technology should be highly developed and the low carbon development should be promoted.
