面临机遇和挑战，可通过构建大学文化管理体系以提升新疆财经大学的竞争力。文化管理体系的构建应当从组织文化管理的角度出发，以校训“经世济公、至善至诚”为核心价值理念，并将其作为一项系统工程，主体包括学校所有人员，内容包括物质文化、制度与行为文化和精神文化，三者紧密相连。

An Analysis of Constructing the Culture Management System of Xinjiang University of Finance and Economics

Facing new opportunities and challenges,we can improve the competitiveness by constructing management culture system in Xinjiang University of Finance and Economics.The system will be constructed in the view of organizational culture management,which should use the school motto 'Prosper the World,Dedicate to Public Interests,Strive for Perfection,and Be Honest' as the core values,which should be regarded as a system engineering which includes every school members and contains materials culture,regulations culture and spirits culture,all of them have close relationships and are indivisible,and the core is the spirits culture.
