基于国际公约的社会保障制度框架研究

以《社会保障最低标准公约102号》为代表的社会保障国际公约,提出了"老年待遇、残疾待遇、遗属待遇、医疗服务、疾病待遇、失业待遇、工伤待遇、生育待遇、家庭待遇"九类社会保障项目,由此形成了社会保障制度框架.同社会保障国际公约的要求相对照,我国在残疾保障、遗属保障、医疗保障、疾病保障、家庭保障等方面还存在差距,需要采取措施进一步完善我国社会保障制度框架.

Study on System Framework of Social Security Based on International Covenant

International covenants on social security represented by Social Security (Minimum Standards) Convention, 1952 (No. 102)proposed nine social security branches including "old-age benefit, invalidity benefit, survivorsbenefit, medical care, sickness benefit, unemployment benefit, employment injury benefit, maternity benefit, family benefit", and thus system framework of social security has been formed. There are some gaps in invalidity protection, survivorsprotection, medical protection, sickness protection, and family protection, etc. compared with the requirements of international covenants on social security, so some measures need to be taken to further improve Chinas system framework of social security.
