| 摘 要： | 经过十多年的努力,中国城市农民工人社会保障制度在参保人数、社保基金规模、待遇水平等方面的改革已经取得了瞩目的成绩,但城市外来务工人员社会保障制度的发展较为缓慢,渐进式道路从总体上符合我国城乡经济发展水平较低且发展极不平衡的基本国情,也符合我国整个改革事业和社会保障制度改革的要求,同时要实现制度创新,保障城市外来务工人员在参加社会保障方面的合法权益。
