我国基本公共服务均等化的财政体制分析

通过对基本公共服务均等化的界定入手,阐明基本公共服务均等化的内涵,概述目前我国基本公共服务均等化的现状,指出我国基本公共服务资源配置存在严重的城乡差别和地区性差异的问题,并从财政体制入手分析这一问题产生的缘由,指出各级政府财权和事权不匹配、现有的财政转移支付制度存在缺陷以及财政资金投入结构失衡是产生这一问题的因素,在此基础上提出合理划分中央和各级地方政府的财权和事权、完善转移支付制度,强化转移支付的均等化效果、优化财政资金投入结构以促进我国基本公共服务均等化.
