小城镇建设用地指标配置模式--以重庆市为例

研究目的:构建一套系统的、动态的小城镇建设用地总量控制模型,寻求在总量约束下如何实现用地结构优化和供给速度合理化的配置方案.研究方法:文献资料分析和数学模型法.研究结果:可持续发展的小城镇建设用地指标配置模式,解决了小城镇建设用地总规模问题、建设用地结构配置以及小城镇建设用地供给速度问题.研究结论:小城镇建设规模要结合当地实际,在保证粮食安全的前提下,把有限的土地资源配置到优势产业或部门中去,发挥其最大综合效益.

On Allocation Model of Construction Land Quota in Small-town——Case study in Chongqing City

The purpose of this research is to develop a systemical and dynamic modeling of land for construction in small town under the condition of controlling the total amount of land supply, which can optimize the structure of land use and provide the method in speed of supplying. The methods of documentation and mathematical model are employed in this paper.The results indicate that the allocation model of construction land quota in small town can solve the scale/structure and speed of supply.Then it was concluded that the local reality should be considered to decide the scale of small town.Under the guaranteeing the food security,the limited land resources should be optimized into the prominent industries and sectors in order to create the maximal and integrated profit.
