开放条件下的工业发展和自主创新

全球化时代,民族工业的概念并未过时,我们不能放弃技术独立和经济独立的建国理想。不仅要看到全球化给我国科技和工业体系带来的机遇,更要看到挑战,要始终保持自主创新、自主发展的行动能力和意志。发展战略产业是推进结构调整和保障国家安全的重要环节。提高国家竞争力的本质是强调学习和创新的统一,个体和整体的协调,开放性和内部凝聚力的协调,应从被动引进,向立足自主、有条件、有选择引进转型。

On Industrial Development and Innovation under Opening

Along with the advancing of globalization, not archaic is the concept of "national industry". We should always keep to the point of indepen- dence in technology and economy. When catching the opportunities brought forth by globalization in technology and industrial development, we must always keep enterprise and determination in autonomous innovation and development. Strategic industries are critical to advance structural adjustment and to lift national security. The key of raising national competitiveness lies in the unification of learning with innovation, the coordination of individual and the whole, and the harmony between open-up and internal coherence. A shift is vital for China from nonselective introduction to cautious borrowing of foreign technology, based on self-reliance and good judgment.
