三峡库区后续发展问题研究

三峡库区地处三峡水库周边的特殊位置决定了它是国家生态环境保护的敏感区域。目前,三峡库区主体工程已经进入收尾阶段,综合效益进一步显现,但是库区后续发展将面临着一些特殊问题：全面建设小康社会的任务艰巨,生态屏障功能亟待加强,地质灾害防治、消落区治理、污染物排放导致库区生态环境面临严重挑战,库区移民与水土流失问题直接影响到三峡工程的正常运行和功能发挥。未来三峡库区发展的方向是：以统筹城乡发展、区域发展、经济社会发展、人与自然和谐发展为主线,坚持走生活富裕、生态良好、生产发展的文明发展道路,进一步落实移民扶持政策,大力加强库区生态环境建设,积极支持库区产业发展,全面建设资源节约型、环境友好型社会,实现经济发展与人口资源环境相协调,把库区建设成为西部地区重要的特色优势产业带、长江流域重要的生态屏障区、长江上游生态文明示范区、三峡工程安全运行和充分发挥效益的关键保障区,实现经济社会持续发展。

On the Follow-up Development of the Three Gorges Reservoir Region

Three Gorges Reservoir regions is a sensitive area of ecological and environmental protection.Currently,the Three Gorges project has entered the final stage,the overall efficiency becomes more and more obvious,but the follow-up development of the reservoir region also faces some special issues： the task of building a moderately prosperous society,to strengthen its ecological barrier function,prevention of geological disasters,governance of the drawdown areas,environmental pollutants,reservoir resettlement and soil erosion.The direction of future development of the Three Gorges Reservoir region are： urban and rural coordinated development,regional development,economic and social development,the harmonious development of man and nature,and adhere to living and developing in a good way,and further support the implementation of regional immigration policy,and strengthen the ecological environment in the region,building industry to actively support the development of the reservoir area,building a resource-saving and environment-friendly society,to realized the coordinated development of economy and people,to build the reservoir region into an important featured industrial belt,the Yangtze River important ecological barrier basin area,Yangtze River ecological civilization demonstration area,the Three Gorges project and give full play to benefit the safe operation of the key support area,so as to achieve economic and social sustainable development.
