| 摘 要： | 为了提高军队物资招标采购质量,深入分析军队物资招标采购过程四个关键环节的活动内容,包括拟制标书、划分标包、签订合同和质量控制。针对技术需求、项目性质特点、合同约定事项和过程监督四个关键问题提出相应的科学做法,进一步完善军队物资招标采购管理运行体系。

| Abstract: | This paper deeply analyzes the four key steps to increase acquisition quality in military material by way of bidding,which includes Preparation of tenders, division of tenders, contract and quality control.Aiming at technology requirement, item characteristic, contractual matters,process monitor,it puts forward the corresponding scientific approach to further improve the operation system of military materials by way of bidding. |
