社会主义新农村建设，乡村治理体制建设要先行——兼论新农村建设的首要问题

文章首先从发展现代农业是新农村建设首要任务论起，指出要完成这个首要任务，必须先有效的增加农业生产基础设施等公共物品；继而分析了造成农村公共物品供给不足的两个原因——农村公共物品财政机制和乡村治理体制，并运用供给曲线对这两个原因进行了分析，证明了完善乡村治理体制的重要性；最后提出新农村建设的首要问题——完善乡村治理体制，指出要想增加农村公共物品，先要完善乡村治理体制，才能有效的使用国家不断增加的财政和优惠政策，高效的增加农村公共物品，也才能为发展现代农业，继而为建设社会主义新农村打下坚实的基础。
