There exists an apparent positive connection between the urbanization and tertiary in the Pearl River Delta. By the late 1990s, urbanization and tertiary industry in the Pearl River Delta depended more greatly on each other day by day. From now on, we should try to give the harmonious development to urbanization and tertiary industry. We must reform the backward system to lead rural industry enterprises and rural population in prefectures of the Pearl River Delta to agglomerate, raising the proportion of non-agricultural population and creating suitable cities' scale. And something must be done to develop big city group in the Pearl River Delta. All will provide large market to the tertiary industry.
