| 摘 要： | 现行的土地制度限制着土地要素的自由流动,阻碍了全国城乡统一的土地使用权流转大市场的建立,更不利于城乡统筹发展。文章以土地制度在城乡统筹发展中的功能和作用为前提,分析了土地制度的现状及统筹城乡发展中土地制度缺陷引发的矛盾和问题,提出了土地制度改革的思路和相应的配套政策支持。

| Abstract: | The current land system limits the free flowing of the land elements,hinders the establishment of a large market for land use right transfer of urban and rural unity of the country,and even does not conducive to the co-ordinate urban and rural development.In this paper,as a precondition to functions and roles of land system in the coordination of urban and rural development,we analyze the status of land system and contradictions and problems caused by land system’s defects in urban and rural development.Then we put forward the idea of land reform and supporting policies to support the corresponding. |
