| 摘 要： | 政府购买公共服务是市场经济条件下公共服务供给机制的改革。文章认为,政府角色从传统的"生产者"成为"授权者"以后,政府行政权力突显,"寻租"和权力交易等腐败现象极易发生。必须完善政府采购立法,全面规范购买程序,严格合同管理,建立绩效评估机制,健全内部监督和社会监督有机协调的综合监管体系,从而有效地规制政府行为,确保政府购买公共服务改革顺利进行,促进公共财政体系建设,实现基本公共服务均等化,推进我国服务型政府、法治政府和效率政府的建设。 |

| Abstract: | The reform of government purchases of public services is an essential way to promote the construction of public finance system,and strengthen the construction of service-oriented government and law-ruled government.It is very important to avoid rent-seeking behaviors and backstage deals by strengthening the supervision of government purchase of public service.Therefore,we should further improve the laws and regulations of the governmental purchasing public service,implement the disclosure of government information fully,standardize the buying procedures,and improve the supervision mechanism. |
