我国农村土地流转及其发展趋势

农地在农业生产和农村经济中的特殊地位,决定了农村土地制度是农业和农村经济制度的核心和重要基础。随着经济体制改革的不断深化和农村社会的持续发展,现有农地产权制度和使用制度的内在缺陷逐渐显露,已成为我国农村经济和社会发展的障碍。应创新农村土地产权制度,分三阶段逐步推进,以保持农村经济发展的生机和活力。

On Circulation of Rural Land and Its Trend of Development in China

The special place of farmland in agricultural production and rural economy determines that rural land system is the core and important basis of agriculture and rural economics.With the deepening of the reform of the economic system and the continuous development of the rural society,the inner defects of existing farmland property rights system and use system have gradually revealed,which have become the obstacles for China’s rural economy and social development.Considering the problems above,this paper offers that we should innovate the rural land property rights institution,and three phases are to be arranged in its implementing so as to maintain the vigour and vitality of rural economic development.
