| 摘 要： | 国内各地所进行的集群政策难以产生理想的效果,与是否遵循集群的系统演化规律有关.集群演化是经济演化的过程,同时具备系统论的自组织特征.既使是发展相对成熟的国内两种主要产业集群的演化过程,也还需要以自组织理论对环境约束做出理性的选择.产业政策应当成为充当集群内部的众多相互依赖的因子之一,通过与其他因子的相互作用,实现预期的政策效果.

| Abstract: | The cluster strategy inland can't reach ideal purpose,depending on whether it follows system evolvement or not.Cluster evolvement is an economy evolvement,and owns discipline of self-organized variance.Even the successful industrial cluster,its evolvement should make the logos choice to face the environments restriction based on self-organized theory.Industrial strategy wants to get the expecting performance,should turn the cluster program to elements which rely on and act one another in cluster. |
