黑龙江省外向型农业金融支持存在的问题及对策

世界各国农业的发展都离不开金融的支持。黑龙江省外向型农业的发展需要国家对农业的投入及金融的有效支持,这是外向型农业发展的前提和基础。但政策性金融缺失、商业性金融弱化、农村资金流失等制约着黑龙江省外向型农业的发展。因此,要合理定位农业政策性金融,强化商业性金融支农作用,深化农村信用社改革,促进黑龙江省外向型农业持续、健康发展。

The development of agriculture cannot be separated from financial support.It requires governmental input and financial support for the development of export-oriented agriculture Heilongjiang Province.This is the premise and basis of export-oriented agriculture development.The local export-oriented agriculture has been restricted because of the policy-oriented finance insufficiency,the weak commercial finance services,the outflown rural capital.Therefore,it is necessary to reasonably position the agricultural policy-oriented finance,strengthen the service function of commercial finance and deepen the reform of rural credit cooperatives for the continual and healthy development of the export-oriented agriculture in Heilongjiang Province.
