| 摘 要： | 在相当长的一段时间内,美国政府都对自愿性标准不感兴趣,也不闻不问,直到20世纪80年代末90年代初,美国政府发现自愿性标准对国家的经济发展及技术创新具有重要作用,于是开始重视民间标准,并于1996年实施了《国家技术转让与推动法案》（NTTAA）,以推动政府机构在技术立法和政府采购中采用自愿性标准。文章重点分析了NTTAA的产生和发展对美国标准化发展所发挥的推动作用,并对联邦政府与民间机构之间的合作进行了研究,提出了其对中国的启示。

| Abstract: | During quite a long period in the USA history, the USA government was not interested in the voluntary standards until the end of 1980＇s and the beginning of 1990＇s, when it found out that the voluntary consensus standards play very important roles in the national economy and technical innovation, the USA government paid much attention to the voluntary consensus standards developed by private organization, and issued the National Technology Transfer and Advancement Act of 1995 （NTYAA）. This paper mainly analyses the promotion functions of NITAA to USA standardization development and the cooperation between the federal government and private organizations in this field, and put forward the enlightenment to China standardization. |
