中国沿海地区海洋事务调控管理能力综合评价研究

海洋事务调控管理是海洋产业快速、稳定和健康发展的重要基础。目前,我国学者在该领域的研究主要集中在理论方面,定量分析成果还不多见。本文在总结当前国内外海洋事务调控管理理论成果的基础上,对利用数量方法来研究该问题做出了初步尝试。首先根据解释结构模型方法建立了海洋事务调控管理能力综合评价的指标体系,并搜集相关数据,通过层次分析法得出各指标权重,利用加权和方法对我国沿海11省市2006年的海洋事务调控管理能力进行了综合分析,最后提出了相关的政策建议,为全面、深入地认识我国沿海各地区的海洋事务调控管理能力状况提供了参考,希望对海洋事务调控管理的定量化研究起到抛砖引玉的作用。

Comprehensive evaluation on the ability of regulation and management of marine affairs in Chinese coastal regions

The regulation and management of marine affairs is the foundation of the ocean industry. At present, most of researches in the field focus on the theory, however, quantitative analysis is rare. On the basis of current domestic and international achievements in regulation and management of marine affairs, this paper tries to use quantitative methods to study it. First, this article uses the ISM method to establish an evaluation system to assess comprehensive strength of regulation and management of marine affairs, and gathers relevant data of 2006 through the AHP method and weighted summation model, ranks the 11 coastal provinces and municipalities, and analyzes the comprehensive strength of regulation and management of marine affairs in China.
