基于5W1H框架下的苏州农村建设用地节约集约利用分析

农村建设用地是建设用地的重要组成部分,其节约集约评价应引起与城市和开发区相当的重视程度,本文较为创新性地引入5W1H方法,在分析苏州市农村建设用地节约集约利用问题和原因的基础上,明确了提高农村建设用地节约集约利用水平的责任主体、重点区域、时序安排,并提出市场配置和政府调控并重的方法,旨在为当前的节约集约用地研究和政策制定提供思路和依据。

The Research on Intensive Utilization of Rural Construction Land In Suzhou based on 5W1H Framework

Rural construction land is an important part of construction land, we should attach importance to its analysis of economical and intensive utilization as urban construction land and development zone land. This paper introduced 5W1H framework innovatively and systematically, which analyses points from views such as what,why,who,when,where,how sides. On the basis of Suzhou rural construction land saving and intensive use of analysis of the problems and causes, we concluded that the main responsibility for improving economical and intensive utilization of rural construction is the government. Then we proposed the key areas and the scheduling of the job. At last, we proposed that the most important method is to pay equal attention to government regulation and market allocation. This paper can provide ideas and basis for policy development the research on economical and intensive land.
