2010年房地产调控政策效应分析——以温州为例

摘    要:从温州这个区域市场来看,2010年房地产调控政策取得一定效果,但并没有达到预期目的。调控政策抑制了市场需求,对商品房销售量的下降有较大影响。但温州房地产价格具备较快上涨的客观基础,短期内商品房供不应求。因此,2011年温州房地产调控重点还是供需结构,必须保障土地特别是住宅用地的投放量至少达到既定目标,加快商品房以及保障性住房的建设以及上市;相对于行政手段,用信贷、货币政策等经济手段来控制货币流动性应更为常态,同时要建立多种投资渠道和方法来疏导投资需求。

Abstract:In 2010, Wenzhou's real estate regulation policy achieved certain effects, but did not reach the intended purpose. Regulation policy suppressed demand and sales more. It is possible that real estate price will rise faster in Wenzhou. So real estate regulation policy in Wenzhou will focus on supply and demand structure. It is necessary to ensure the residential land and accelerate housing construction. It is normal to use economic instruments such as credit and monetary policy instead of ad- ministrative means. More investment channels and ways to divert investment demand should be established.
