| 摘 要： | 本文介绍了增减挂钩政策出台的背景，阐明了增减挂钩的内涵，在此基础上深入分析当前增减挂钩工作在地籍管理、拆迁补偿、土地规划、耕地保护、土地利用以及收益分配等六个方面存在的问题，并提出了解决问题的具体对策，为完善挂钩试点工作提供参考。
